PUBLIC NOTICE


Regarding Special Services Plan No. 2024-08



PUBLIC NOTICE is hereby given pursuant to subsection 318 of The Municipal Act that the council of the Village of St-Pierre-Jolys has scheduled a public hearing at the Community Hall at 545 Hebert Avenue on the 5th of March 2025 at 7:10 p.m. Council will hear any potential taxpayer who wishes to make a representation, ask questions, or register an objection to the following special services proposal:

For

The Provision of Police and Fire Protection Services in the Village of St- Pierre-Jolys for 2025-2028.


(Pursuant to subsection 314 of the Municipal Act)


a) DESCRIPTION OF THE PROPOSED SPECIAL SERVICE (Renewal)


Council is proposing to continue to offer police and fire protection services as a special service. Council previously offered the services under Special service By-law No. 2021-2 for both fire and police protection. This by-law expired at the end of 2024. Under this new by-law, council is proposing to continue to levy a special mill rate on all taxable, grant-in-lieu and otherwise exempt properties. The proposed by-law will be in place for the next 4 years (2025 to 2028 inclusive).


The Royal Canadian Mounted Police (RCMP) will continue to offer police protection services to the Village under an agreement with the Province of Manitoba. The Village will continue to share fire protection services and costs on a 50/50 basis with the Rural Municipality of De Salaberry.


b) SPECIAL SERVICES AREA TO BE LEVIED


The Special Services area to be levied under this proposal will include all taxable,

Grant-in-lieu and otherwise exempt property within the Village of St-Pierre-Jolys.


c) ESTIMATED COST OF THE SERVICE


The estimated cost of policing in 2025 is $164,487. The Village’s portion (50%) of the fire protection costs in 2025 will be $53,870. Therefore, the estimated cost of both police and fire protection services will be $218,360 in 2025.

d) METHOD AND RATE OF CALCULATING THE PROPOSED SPECIAL SERVICE TAX



Police & Fire Protection Bylaw:


The method of taxation to be used to calculate the proposed Special Service Tax will be based on the portioned value of assessable property (i.e., special mill rate) within the Village of St-Pierre-Jolys.


The special mill rate will be levied annually from 2025 to 2028 and will be determined according to the Estimated Cost of Service amounts set in the Village of St- Pierre-Jolys’ annual Financial Plan.


Based on the 2025 Total Assessment Roll of $59,182,820 a mill rate of 2.956 mills will be required ($218,860/$59,182,820).


Calculated on a residential property valued at $286,000 (portioned 128,700) an estimated $380.00 special service tax will be levied annually for 4 years.

Potential taxpayers wishing to object to the local improvement plan may file a notice of objection, by mail or in person, with the Chief Administrative Officer, at Box 218, St-Pierre-Jolys, MB R0A 1V0 or at the office located at 701 Jolys Avenue east no later than 5th of March 2025 at 3:30 p.m. A notice of objection must contain the name and address of the person filing the objection, identify the property in respect of which is filed and state the grounds of objection.


Copies of the Special Service Plan No. 2024-08 are available for review and may be examined by any potential taxpayer during the regular office hours of the municipal office at 701 Jolys Avenue East.
